PUBLIC RELEASE STANDARD
An instrument enters the collection only when others can use it.
The Foundation will distinguish between internal research machinery and public instruments. A public release must carry enough provenance, documentation and continuity to survive beyond the project that produced it.
Provenance
Every material transformation should remain traceable to its source, date, collection decision and responsible author.
Documentation
Scope, structure, assumptions, exclusions and known limitations should travel with the instrument itself.
Versioning
Changes should remain visible so that a citation continues to identify the object that was actually examined.
Access
Release terms should permit meaningful inspection, reuse and extension wherever ethics, law and stewardship allow.
