HOW TO READ THIS AGENDA

A question enters the agenda before it earns an institution around itself.

Some questions may become studies. Others may require datasets, field collaborations, technical instruments, fellowships or long-duration programmes. Questions may also be revised or abandoned when the evidence demands it.
